SEE policy consists of three basic elements: objectives, measures and instruments. The fundamental objectives are social, such as security, health, equity and low cost. Measures are physical changes to the energy system including behavioural, energy efficiency and renewable energy supply. Instruments including regulation and market mechanisms are used to change the behaviour of consumers and suppliers and so implement measures and physically change the system.
